We just replaced the steering rack in my 94 Aero. We actually did front struts (put in Bilsteins), so we had everything apart. The right inner fender needs to come out, along with the vertical support. It makes it much easier to remove the front sway bar to have more access to the rack. You need to separate the steering column by removing the bolt (from the inside of the car), then remove the round metal housing that protrudes from the floor by the rack connection (again from the inside of the car). This allows you to twist and turn the rack. I removed the hoses from the rack (left them hooked up at the pump) and removed it from the passanger side. It is not difficult, took about two hours. It takes a lot of twisting and turning to get the rack out, kinda like those nail puzzels. While you are at it, you should look at the serpentine belt and idler pulleys, the crank pulley, and the front main seal. They are all easy to get to at this point.
