The coldest vent temp I get while driving down the road is 50 degrees. That's with the system in recirculate, and after running for about 15 minutes.
If the a/c isn't getting cold while you are driving, you probably need a recharge. The most accurate way to assure you have the proper amount of R-134a in is to recharge by weight, not by using pressures. The late model 9000's take 950g (2.1 lb) of R-134a. You would have to fully evacuate the system, and then draw a vaccuum, and then recharge.
I phrased my statement about recirculate weird. I did mean that you should run in recirculate.
The fan that cycles with the compressor is the small one that is in front of the radiator. Whenever the compressor is engaged, that fan should be running. The large fan mounted behind the radiator cycles based on engine temperature and/or pressure of the refrigerant. For cars with r-134a, the large fan should turn on when the high pressure is 239 psi, and turn off when the pressure is 181 psi.
