I have noticed that late model 9000's don't have very good condenser/radiator air flow at idle. I have a 96 where the a/c works great when you are driving down the road, but at idle, it can barely keep up. The reason is the small fan in front of the condenser doesn't move enough air. And for some reason, the main cooling fan behind the radiator cycles rather infrequently.
When you are idling, spray the condenser with water while watching the pressures. The high side should drop quite a bit. The high side should be around 2.5 times higher than the ambient temperature.
If your not running the system in recirculate, that will help quite a bit. I have also been thinking about a way to wire up a relay/switch so that I can manually turn the main cooling fan on while idling, but I havn't gotten around to that yet.
I don't think there is anything wrong with your expansion valve, you just need better air flow.
