My family has had all of the "mid-to-old" Saab models (i.e. NG900, 9000, C900) in various combos and everyone in the family is driving some variation right now.
My family's first 9000, after years of C900s, was my mom's 1995 9000CS. With every option except leather and auto (thank god), and about 90k miles, we got the car for about $3800. Came with no records, which was sort of a gamble, but ... oh well. Literally, in 1.5 years, all we've had to do is:
1. Retorque the headbolts, not a huge deal (really just a precaution)
2. New thermostat
3. New exhaust (and in New England, this is a wear (rust) item)
Not too bad, I think. If you can see the records and find that some of the things that others have listed (blower motor, ACC, and so on) have been addressed, you should be fine. Even if you don't have those records, a cheap 9000 is still a solid car if it looks well-cared for. I sort of think that with some careful inspection, it's easy to see if a person has cared for a car or not... it's in the little things.
Like others have said, the 9000 is a great car -- if you're used to the C900 (or NG900 really), you'll notice how much *wider* the 9000 is and how much MORE rear seat space there is. The interior, although plastic, is higher quality than the NG900's, I think. It is a thoroughly SOLID car, and the LPT (at 170hp) is plenty powerful.
The C900, with the wrap-around windshield, is the most fun to drive, I think. The 9000 is more comfy and practical, though, and its highway manners are impeccable.
