understand Saabs you know that they have somewhat greater care and feeding requirements than a Toyota. The 9K is a great car, you just have to know what it's issues are and be ready to address them.
For your budget you should be able to find a decent car in good condition. If you do at least some of your own work you can spend less, buy some parts and have a nice car for fairly short money. But go into the deal expecting to spend some money on bringing it up to snuff.
In January I bought a '95 CS for my daughter. It had 138K on it. Had most maintenance records and we knew the owner. Got it for $2K and spent about $1200 in parts (and some paid labor) and that included new tires. And it is a great car. Still needs stuff, but runs fine and almmost everything works.
Look the car over carefully, try to get one with maintenance records and give it a good test drive. Know what to look for. And as the others say, a '95 or later car will be less hassle. I have a '96 CSE, too, and both are solid cars, and a pleasure to drive, although I do make a point of keeping after them.
