First, I assume that you hear the actuator in the driver's door actuator move. It would be great if when you have the door panel off, you actually see the actuator rod move. It PULSES one way (out, I think) to unlock, and PULSES the other to lock. The rod should spring out (or in) and back to a neutral position. If it does, the actuator is OK; if not it could be the actuator or the wiring.
The rod at the end engages a few levers on the way up to the lock, and the lock/unlock button on the top of the door. It's possible for the button to move up and down and the door still not unlock/lock. If the actuator is OK, you need to look into the door jamb side with a good flashlight, and move the actuator rod up and down and watch the mechanism. It's too complex to describe, and the problem could be in a few places. But I'll bet a lever somewhere is slightly bent, or a pivot point has become slightly elongated, and there is just enough lost motion that the unlocking doesn't happen. Usually all that it takes is to gently bend a lever a few degrees to take up the slack and resulting lost motion.
Sorry I can't be more clear on this - the door innards are a bit arcane. But look at the back of the lock tumbler, where a lever rotates to lock and unlock the door. Watch what it moves, and how it moves with the action of the actuator/button.
