The rod should have a neutral position,held in place with a spring internal to the actuator. You should be able to push the rod in and pull it out by hand, and it'll spring back to neutral. The actuator is just a solenoid with a center position held by a spring. When current of one polarity is applied to the coil, the solenoid moves out; when the current is removed, it returns to neutral. Reverse the polarity, and the solenoid moves in the other direction. The central locking module provides a current pulse of about 1 second in one polarity to all the actuators to unlock. To lock, it does the same, just with the polarity reversed.
I've seen actuators fail with the internal spring break. But moving the rod in and out should cause the door to lock and unlock.
If you need to replace the actuator, I'm pretty sure all the actuators are the same for the doors, and over the range of years. The actuator is the same, the only difference is the bracket it bolts into. Earlier cars (like '92) don't have a driver's door actuator, but the actuators are the same.
