running too cool...any ideas?

Since the weather got cold, my temp guage does not rise above 7:30... As a result the AIC does not fully kick in and the car idles high...1250 - 1500 rpm. If I let it sit for a few minutes after running and restart, the temp guage goes to between 7:30 and 8:00 and the idle is the usual 800 rpm. BUT when I start driving again the temp guage goes down to just above the bottom mark and the idle comes up again.
Coolant level in the overflow tank is ok and the coolant is cool to the touch, hoses are warm, heater not putting out like it did last spring but it is putting out heat. No leaks or drips.
Any ideas?
