Once you get the cap off and clean off the old diaphram, in the center of the cap there should be a small (1/4" dia or less)round plastic plug with a small spring underneath it. You might have to clean and pry a bit to get it out. When the pump runs, it puts pressure againt the diapham (the crap you cleaned out) which pushes against the plug and opens the flow of washer fluid to the center port of the tee. When the pump stops, the plastic plug/spring push the diaphram against the center hole of the t-piece so that gravity doesn't drain the fluid out of the line between uses.
