No, don't check fuses 14-22 (although it can't hurt). What you do is JUMPER fuse 14 to fuse 22. On the back of the fuse you'll see little cut-outs that allow you to test the fuse. Take a piece of wire, and touch the metal cut-out on fuse 14 to fuse 22.

Fuse 22 is the hazard flashers (among other things), so it is powered all of the time. It's a handy source of 12 volts. Fuse 14 is the fuel pump. The way the fuel pump is wired, 12 volts is switched through various relays and cut-outs, then throught the fuse, then then to the fuel pump. So if you connect the 12 volts from fuse 22 to fuse 14, you apply 12 volts to the fuel pump directly, and it should run.
You should hear a Buzzing from the trunk area, just behind the rear seat, just left of center. If you don't hear a buzz, the pump isn't running. If you think you hear the buzz, try starting the car; if it starts, it means that the fuel pump is good, and something is keeping the fuel pump from running.

If the fuel pump doesn't run when you jumper the fuses, it is likely the fuel pump. See the posting for more troubleshooting. If it does run, then the circuitry upstream of the fuel pump is keeping it off.

The fuel pump is controlled by a relay. But the relay only closes when the engine computer knows the engine is turning, so it uses the crank position sensor to detect this. So you could have a good fuel pump, but a problem with the relay or CPS.
