where are you?
your climate can influence what's "normal" for your car. My car likes to run cold, I attribute this to a thermostat that likes to open too early or simply stays open all the time. It tends to run below 8:00 on the highway in all weather, however when I'm boosting to pass or get onto the highway it will go up.
If you're in a cold climate however I would suspect a clogging radiator. I had the same problem last summer, the solution? replace the radiator.
Flushing it will never get rid of all the gunk in there so IMHO it's better to simply replace the thing. While you're at it replace any and all hoses that aren't already new.
To clean out the old coolant I drained the radiator multiple times, refilled with straight distilled water and then drove a short distance to get it up to temp and circulating, I think I repeated this 4-5 times until the water that came out was nearly clear. Then I guesstimated the proper amount of coolant to add to come out to about 50:50 mix.
No problem since then.
