either your washer hose has slipped off or worse case a leak in the washer reservoir.
I had a similar situation and the way to check is:
1) jack up the front of the car on the side with the washer reservoir on it (Passenger side in US, Driver in UK).
2)Remove wheel
3)Remove front section of wheel well liner.
4)you'll see the bottom of the reservoir tank now. the washer hoses should be visable (black rubber hoses). Check to see if they are all secure. On my current car ('96 2.3 LPT)the front headlight washers were not working, the wipers would turn but when I operated them water would not come out of the wiper but would make a puddle where you described. I found that the hose for the wipers had become disconnected from the black T-piece, so I just popped it back on and secured with a ty-rap.
5)Dry the bottom of the reservoir if wet and carefully fill reservoir(don't slop any water as this will confuse the test)and look for leaks.
(On my old '93 CDE, i had a fracture in the reservoir half way up,so it would only leak when more than half full. I just used to fill halfway and live with it).
If you DO have a leaking reservoir, aside from replacing it, I know others on this board have repaired leaks using some form of sealant, so search board for "leak washer reservoir" or "washer reservoir repair"

6) If none found, get helper to operate the windsreen washers and make sure that there are no leaks.
