I'm amazed if you have searched the board for a whole night without finding any information, but than again, the headbolt postings has mostly been on the NG900/9-3 and the 9-5 board and not soo much on the 9000 since the 9000 hasn't been as affected as the olter models.
So if search on the other boards you will find pletny of information that will apply to your engine too since most 4 cyl engines use the same head bolts and torque specs.
If it is exhaust fumes in the coolant I highly doubt that a retorque will be sufficient, especialy since the 95 didn't really have any problems with the headbolts to begin with and the bolts and gasket and torque specs were all ok from factory.
It might be that the head gaslet has deteriorated due to lack of coolant changes and in that case, your car might have a breach in head gasket allowing combustion gasses to reach the coolant chambers.
If so, you need a new head gasket.
