i think abusot, on this board, had similar damage that he repaired himself, i recall him showing me...
i wouldn't replace quarter, just pull/pop/fill... plastic piece you can probably find in same color and paint online either on ebay or use some part finder website...
you'll get a bunch of emails from all over the country with price quotes.
anyway, abusot did it himself and had a can of spray paint made to match his paint, and painted it himeself. metallic paint. if he hadn't pointed it out, i wouldn't have noticed it.
i would take it to a couple shops and get estimates, and tell them it isn't an insurance deal, tell them your friend hit your car and she's going to pay to get it fixed, but you don't want it to cost her a lot of money.
if they think insurance, they'll jack up price, from experience
i had a similar situation with a friend who hit the rear quarter on my 442 when she was backing out of my driveway... i took it to a local body shop, they popped it out and bondo smoothed and painted for about $180 if I recall...
