Mechanic Pricing question

A couple of weeks ago I posted about my '93 9000CS that was having difficulty starting. Well, it turns out it was an alternator issue. Regardless of the fact that this is my 4th alternator in this car (at 138,000 miles) and the 3rd in 6 years, I'm wondering if you all could give me your thoughts on the following situation.
My mechanic, who I trust and believe, called and said that they believed that they could cure the problem by replacing the voltage regulator with the old alternator. I believed this, and approved the repair, with the cost being that of the part and approximately 2 hours labor.
This was completed, but did not solve the problem, so now they are replacing the entire alternator. From what I can tell, they are not going to make me pay for the labor on the alternator replacement, but are going to have me pay for the work done with the voltage regulator. Since I have had the alternator replaced here before, I know that the job should take about 1.5 hours of labor. In comparison, the voltage regulator and installation together add up to about 2.5 hours of labor.
So, should I guess my question is this: Should I pay for the work done on the voltage regulator, even though it did not solve the problem, and is not needed now that we're replacing the entire alternator?? As people who regularly work with or are mechanics, I'm curious to hear your opinions. Thanks!
