The bumper does its job but there can be other damage:

Case #1: My wife was rear-ended in our '84 C900 and the bumper was basically fine. But the body structure had started to give and the LR door wouldn't close quite the way it used to and the trunk lid didnt' fit the way it used to. The damage was $1400, IIRC, including replacing the rear bumper. The car was already 8 years old so we just kept the cash and I adjusted the door latch to make the door work. You couldn't tell the car had been hit and we had it another 12 years.

Case #2: I was rear-ended in my '78 Scirocco. The Suby that nailed me hit me ince and square so nothing really got bent, but the unibody had started to deform so it had to be pulled straight. The Suby's insurance paid me about $2500.

Get this checked out. If you are rear-ended you have no fault in the accident and the other guy's insurance will pay. Have your insurance company go to bat for you if necessary.
