When you press on the brake pedal, the pressure pushes the brake pads against the disk. When you take your foot off the pedal, the pads don't spring back. Instead, the pressure is just released. Slight imperfections in the rotor hit the pad and push it back a little. So under normal conditions, it is normal for there to be a slight scrape as the wheel turns. It's equally normal for it to occur at only one or two places, because no rotor is perfectly flat.
If you can spin the wheel and it rotates a full turn or two before coming to a stop, no big problem. A stuck rotor is pretty noticeable- either you can't turn the wheel by hand, it is hard to turn, or it stops in about a 1/2 turn after you let it go after spinning it.
In a warped rotor, you would probably feel it under braking. One way to differentiate between the front and rears is to GENTLY pull up on the parking brake while the car is moving - if you feel a noticeable thumping from the rear, then one or more rear rotor is warped. But unless you feel the characterisitic thump of warped rotors under braking, don't worry about it.
