My 88 did this for months. This worked for me. Get a shop vac and place it over the center vent while you run the blower on max. Close all other vents. The power of the blower combined with the suction of the vac pulled all the insulation out and right through the grill like a cheese cutter. I think I may have used a crevice tool on some of the stubborn pieces but they all came through.
At least you'll get all the stuff that's deteriated enough to come loose. You may have to repeat in a few months but it's easy to do when you're vacuuming the car.
