But if it's in perfect shape, I'd spend that much. When buying a car this of this age, you need to factor in at least an additional $1,000 for repairs that will pop up within the first few months of ownership.
At that mileage, there will be stuff that needs to be replaced now, and stuff that needs to be replaced soon. If you're already over-budget and won't be able to spring for repairs, skip the car.
If you do decide to go for it, you NEED to have it checked out by a Saab indy, or even a dealer if there's no indy near you. From what you said, it leads me to believe that you haven't had a Saab before, so read up on the problem areas.
And again, make sure you get it checked out.
PS What tranny does it have?
