Or rather, the bullseye interior air temp sensor fan (which is nestled in the area around your heated seat controls and looks like a bullseye pattern) may be the culprit here. It's a little fan that draws interior air past a temp sensor; the little fan craps out eventually, resulting in faulty sensor readings.
I would think by placing the temp control to HI you are bypassing its fluky condition and defaulting to high temp setting. The sensor itself should be replaced, and costs in the $50-$70 range at eEuroparts.com as I recall.
That would be my first suspect in this scenario. You can fix it yourself; see the board archives for more (search on "cabin temp sensor" and you should find posts aplenty).
