Temperature sensor and too much heat

My 95 CS is doing weird things with the heat. I have noticed for a while that the outdoor temp indicator is usually 20 degrees below the true outdoor temp. Now winter is here so when I use the cabin climate control it is running way to warm. 62 is unbearably warm, I'm either turning it off and/or riding with a window open. I am wondering if the sensor for the outdoor temp is part of the system and if so, should I change it and if that is the case what does it look like and where does it live? Thanx!
