The voltage regulator is mounted on the alternator and would be new on a rebuilt or new alternator. Of course, the new alternator could be bad.
Is the battery light on the dash on or off when the car is running? If you turn the ignition key on, but don't start the car, does the battery light come on? The battery light provides the initial excitation to the field windings, and if the circuit is broken (broke wire, open bulb, etc.) the alternator won't do its job.
Also, what is the condition of the positive and negative cables on the battery? How about the ground point on the negative terminal. Is the ground strap to the engine intact? Although the car could start and run on the battery, the cable from the alternator to the starter has to be solid.
