The fog lights are activated through a relay. When you push the fog light button on the dash, 12 volts is sent to one side of the relay coil. The other side of the relay coil is grounded through the high beam headlight filament (the left side high beam if I remember correctly). When the high beams are not energized (no voltage) the current flows through the relay coil and through the headlight filament to ground. This pulls in the relay and turns on the fog lamps. (The resistance of the headlight bulb is so low compared to the resistance of the relay coil, that the relay sees the connection as a ground.) When the high beams are on there is now 12 volts at both ends of the relay coil, no current flows and the fog light relay opens and the fog lights go off.
To make your auxiliary lights work all the time, find the wire in the relay box next to the battery that connects the fog lamp relay to the high beam headlight. Cut the wire and connect the end that goes to the relay to a convenient ground, and I think it will do what you want.
I have the wiring diagram for a 1988-1991 9000 and I can look up the color codes for the wires late tonight, if you want.
