...the 9000 turbo airfilter inside the airbox inside the fender connects directly to the AMM on '91-'92 9000 turbos. I remember the '86-'90 9000 turbos had a snorkel drawing air into a larger, more restrictive looking intake system; a big tub with an air filter, follwed by the intake pipe with the AMM right before the throttle body. It seems these early systems would benefit the most from a mod like the one Sweed Speed is referring to; a simple intake pipe with a bend, connected to a longer straight one to locate the air filter closer to the fender, behind the bumper/headlight.
With a '95 Aero you can do a couple things. First-off, there's no AMM. What I did for my father's (as well as my '92 9000T) was I drilled three 2-2 1/4" (I can't remember which) holes in the airbox; two on the top (one on each side of the snorkel) and one on the lower front. I then covered the holes with thin stainless steel screen from the inside. Then I cut three circle pieces with 2" or 2 1/4" centers, and sandwiched the screen between it and the inside of the airbox. Then I drilled roughly 6 holes through all three and used rivets to squeeze them all together. I then modified the snorkel by cutting it off right where the trumpet-looking part ends and the diameter stays the same. It seemed to me leaving the bigger part of the snorkel would draw more air than before and kind of force-feed the system by still catching cold air coming around the front turn signal and headlight at highway speeds.
The original airbox design was probably adopted to lengthen the life of air filters for people who may neglect changing the as often. The small trumpet/snorkel design has to hurt the potential performance of the engine and it should be modified. But when drilling these holes, I tried not to put them too low so as to avoid sucking in more dirt and water. If you want to drill a lot of holes, I would keep that plastic trim piece under/behind the air dam on the car...it keeps water and dirt from getting up in there.
