Brakes opinion needed

1987 Saab 9000 Turbo.
Car must have sat for a while, and rust built up on the rotors. I felt brakes were weak, so I drove the car up and down the driveway, and braking only got marginally better.
I bled the brakes and got the brownest ugliest snot I have ever seen come out of a brake system. I bled the brakes until the fluid was clear. I went through an entire quart of fresh fluid. I used a DOT4 compatible variant that boils at 500 degrees Farenheit. Unfortunately the brakes are only marginally better.
I have never driven a 9000 before, so I don't know what kind of brake fade to expect. Currently the brakes won't stop the car quickly from a roll. They feel like they go too far down with power assist, but feel hard when the car is off.
So, are the brake pads fouled with dust? Will new pads fix this? Are the rotors glazed? Am I screwed and am I in need of a new master cylinder?
How hard is it to replace a master cylinder.
