The brake boost on that car uses pressure from the ABS system. So the first question - when you started the car, did the ABS and Brake Fluid lights come on, and then go out? I would also assume that the brake fluid level was well above the FULL line after the car has sat for a while, and then after starting and the ABS light has gone out, the brake fluid would have dropped down to the full line.
It sounds like you haven't owned this car when it was working. So there is no telling what is or isn't working. If the ABS pump doesn't pressurize the system, you'll have no break boost, and you'll have minimal braking. The ABS light should be on if the ABS pressure is low, but if you don't know the car's history, you don't know what else is (or isn't) working.
IF the ABS pump runs and pressurizes the system (you hear the pump run, fluild level drops to FULL, ABS light goes out), then you probably have a bad master cylinder. However, I'd make sure you've got brake boost first.
