For the 1,400 you could buy a same color clean donor vehicle and be done with rust everywhere, as you gotta know there are other areas of big rust hiding in your car given you are in New England.
Pillars are an important safety issue. In a rollover they are the only things that stand between you and the car braking your neck or crushing your skull. Anything can be fixed, so I bet they can do this. Just make sure they do it right and then rust prevent the inside of the unit in the hollow, as well as the exterior. Some auto companies inject special foam in there to strengthen the area. If so, see if Saab did that, and insist that similar foam be re-injected. (Ford stopped using that foam in later model Explorers, and that is why when they rolled over they kill and paralyze people).
