Here a question-
When the AC is turned on, the AC compressor doesn't kick in, and the voltage at the compressor is zero. Does the AC radiator fan kick in? - thaf fan is mounted on the FRONT of the radiator - peek through the grill to see it.
IF the AC radiator fan is kicking in, then the contacts on the AC relay are dirty. That's because that relay drives both the compressor and fan, but through separate contacts. So the signal is getting to the relay, but the crap on the relay contacts creates enough of a voltage drop that you see no voltage at the compressor. Another check would be to disconnect the power lead from the compressor and see if it jumps to 12 volts when the AC is engaged.
OK, say the fan isn't kicking in and if you disconnect the compressor, you don't get 12 volts at the lead. In that case, the relay is probably OK, and the issue is the signal from the system.
I'm pretty sure the high/low pressure switch is in the same housing, mounted on the receiver/dryer. Don't forget the freeze-up switch, mounted in the condensor. That can also turn the system off.
