Having done this twice in the past 6 weeks you do need to take the front fender liner off in order to route the new serpentine belt.
For 91 and later begin by taking off the fender trim (8 or so 8mm nuts on the edge of the wheel well) The front fender liner is held on by a series of 10mm bolts - hard to find or remove. To get the old belt out/new belt on you will need to reduce the tension on the belt.
I use 18" breaker bar on the pulley bolt (19mm) coming down from the top pushing towards the back of the car. Assuming your belt tensioner is working properly, the key is to lean heavily and steadily on the breaker bar and after a few seconds the tensioner will compress and the bar will begin to move. Quasi's tool is very helpful in keeping the tensioner compressed thereby making it easy to route the new belt.
