with the liner intact or remove it. Doing it from above is probably easier if you have smaller hands and arms. If all you're doing is the belt, then try it from the top, but I don't think you can replace pulleys without removing the liner.
IMO it's a matter how you want to spend your time. The liner isn't really hard to R&R, just a bit finicky, especially if some nuts have seized. But it probably doesn't take any longer to pull off the liner and do the job than it does to work in a constricted space doing the job from above. I think I can get the two halves off in 10-15 minutes. Plus, it gives you a chance to eyeball the crank pulley, water pump, check the tensioner, etc.
No matter how you do it, note the routing of the old belt so you get it right, or have a diagram to refer to.
