Intermittent turbo whistle... help me figure this out

For over a year I have been getting an intermittent whistle when under boost. Sometimes it is with very little boost, sometimes only with full boost, sometimes not at all. It doesn't seem to change much based on temperature, although it is more noticeable when the engine is cold. This is on a '96 CSE 5-spd, about to hit 140K.
My indy found my waste gate was sticking and hit it with PB Blaster and then checked it for function and thought it was OK.
My BPC had also been acting up and made it harder to identify the problem because it would give me anywhere between base boost, normal boost and overboost. That is now fixed, but the whistle remains.
There does not seem to be excessive play in the impeller shaft and I'm not using oil. All the hoses seem OK. I did find a loose clamp on the W hose going into the wastegate actuator but a new clamp didn't change anything.
I get full boost with no problem and my guess is that the wastegate is not closing correctly--maybe the spring tension needs adjusting-- and some high pressure air is getting past it. If this is the case, how do I go about adjusting? Just remove the retaining pin, undo the locknut and turn the rod (which way?) or is there more to this?
I know some of you know a lot more about this than I, so I'm open to ideas.
And if necessary, can I get a new actuator and wastegate without buying a new turbo?
