Some folk have found that the studs have worked loose although they are stuck, so the nut will reach the end of the thread but still not compress the gasket enough.
If you find this, you could either try and tighten the studs back in (put two nuts on the end of the stud's thread and tighten them against each other, then turn the OUTER nut so it should make the stud go further into the turbo).
However, while this trick works well on the exhaust studs on my Lambretta, the risk of shearing the studs on the turbo and the huge PITA it would be to remove the turbo to get them drilled out and repaired - personally if you find the stud has worked a bit loose then frozen in place, I'd stick some washers under the nut and tighten the nut!
