Overheating '95 CSE

While driving yesterday the temp gauge went up to the red, and pretty much stayed there. I let the car cool off a bit, and it went back up to the red again. The cooling fan was running. It did seem to me that maybe coolant wasn't circulating. The upper radiator hose didn't quite seem to be full of coolant, it was spongy feeling like it had air in there. When I squeeze that hose I can see the coolant moving around in the expansion tank, so I am thinking the radiator isn't clogged (radiator's only a couple years old anyway).
Could the water pump be shot? The belts seem fine, they're all on and turning. There's no coolant leaking anywhere either. Could the water pump stop working and not leak? Any ideas are appreciated!
