I've replaced two water pumps on different 95 CSEs and there minor drops, nothing major, to indicate that they were bad. They also didn't make a significnat noise either. Once we had them off, the wobble in the shaft was evident.

How many miles on the car/is this the original water pump? The 95 CSE has a single serp belt, so you should be able to see/smell if the water pump is seized.

T-Stat is always a good to check as will as well. Pressue builds up, the top hose is full/hard as rock, other possibility is that there is air trapped in the system.
