The turbo doesn't contribute anything at low RPM and a small throttle openings. It may say 'turbo' on the back of the car, but that's usually not the problem.

A few questions - from your description, it seems like you are being very light on the throttle. What happens if you open up the throttle (press on the gas a lot)? Does the engine want to bog and die?

How do the spark plugs look? Do they look normal (light greyish), or fluffy black (rich) or stark white (lean)? Do you see any hoses off? Particularly the big hose going to the throttle body? How much gas in the tank? Have you checked the timing?

So many possibilities, but start with the basics. Make sure the spark plugs look OK, and are gapped properly. If one plug looks different than the others - especially if it is gas-wet - suspect bad ignition wires. Check the timing. Make sure mice haven't made a nest in the air filter. Look for hoses that have fallen off or cracked. Look for dangling hoses, frayed wires. Follow each hose and make sure it is connected on both ends.

Assuming everything is connected and the plugs and timing are OK, I suspect fuel mixture. This may show up as blackened plugs. Pull the thin hose that goes from the fuel pressure regulator to the throttle body off the throttle body side (engine off). Suck on the hose. It should feel like you're sucking on a closed hose - you can't pull any air through, and you don't notice any liquid gas. It'll taste lousy, but you shouldn't get anything other than fumes. If you get gas or you can pull air through, the FPR is leaking gas and making your mixture over-rich.

If the plugs look really white, you might have low fuel pressure. I assume it has gone above freezing, so you don't have a frozen fuel line squeaking a little fuel through. It would have to be pretty cold still.

My guess is that the AMM (air mass meter) has gone bad. The car basically ignoring your throttle inputs, except if you really press on the gas and the engine bogs down, is a sign of a bad AMM. The bad part about the AMM is that the best way to check an AMM is to put in a known good one. However, if you've got a meter, check out this old post:
