In US cars, You don't need any remotes. I've had dealers tell me that, but John Moss said it wasn't true (for North American cars). And I've got first-hand knowledge of that. When I programmed in a new remote for my car, I Cleared All remotes (using a Tech II), and then added in my new remotes, one at a time. I had to clear out all the remotes because the alarm can handle only up to 4 remotes. When I got my car (used), it came with only one remote from a driver that lost them frequently. So I couldn't add one without deleting one. The dealer wouldn't do it, because he said that if I deleted the one remaining active one, the car wouldn't start. So I borrowed a Tech II from John.
And it makes sense - why need an active remote? Programming in a new one only requires the Tech II to put the alarm into Program mode, then hitting the new remote button three times to sync it. No need to ever use the 'old' remote.
So you'll need access to a Tech II. You can buy remotes on eBay for a lot less than at the dealer. But as others have said, you'll need the VIN and proof of ownership to get a key cut. The dealer can get the key number from the VIN. Just don't be in a rush.
