In 96-98, and possibly '95, Saab changed the programming for the temperature gauge. In the newer cars, it lies. 7:30-8:00 is normal for those cars, and it won't move if you're sitting in traffic. No more watching the needle climb for the red. The temperature is still going up, but the programming cancels that out. If the car does start to overheat, the needle will move up.

How much heat you get in the car is more a function of the thermostat than the radiator. The thermostat controls the temperature of the coolant loop consisting of the engine and the heater core. It's job is to keep that at a constant 89 degrees C (stock thermostat). When the temp in that cooling loop goes over 89 degrees, the thermostat opens, pushing some of that hot coolant to the radiator, which pushes cooler coolant (from the radiator) back into the engine/heater core loop. So you'll get plenty of heat even with a super efficient radiator packed in ice. It's just that if the radiator is inefficient, it can't cool down that hot coolant from the engine, and the entire system's temperature starts to rise.
