Is my ACC going bad?

I need a prognosis here. I currently have the common issue of the fan only working on high, with the speeds "bouncing" at intermediate temps on auto. However, the fan speed controls on the ACC don't seem to do anything. If on high, if I push the down arrow maybe 20 times, I can get the fan speed to slow. With a bit of finesse, I can manually select intermediate fan speeds, which seem to hold properly. When the fan speed changes, the lights on the ACC don't correspond to the speed selected. Also, my A/C compressor and fan cycle with the ACC OFF or with the heat on. Using ECON, the compressor and fan does not run.
So, what the hell? Is it my ACC, fan speed controller, or ? I've tried recalibrating with no change.
