To make this discussion easier, how about if we call the motor for the cabin heating and A/C the "blower" and the motor that's out by the condensor/radiator the "fan"?
If you press the ECON button on the ACC unit, the A/C system will be turned off and the "fan" will not run - until the engine gets hot. The compressor should not run with the ACC in ECON or OFF mode, but if the engine is hot, the fan might come on. This has nothing to do with the "blower".
Please explain what you mean by the "blower" speed stuck on high, yet '"bouncing" at intermediate temps'. It's pretty common to have the transistor in the "blower" controller unit fail, which can lead to either no operation or running at full speed; it's not common that it can still be controlled at all.
