Sounds like it could be the blower motor, fan speed controller or ACC brain and I would troubleshoot them in that order.
Apply 12 volts directly to the connector going to the blower, if it spools up to high easily, then the blower is probably ok. If not, then its the dreaded motor replacement.
Next thing is to replace the fan speed controller (about $100), or replace the transistor in the controller.
Last, and most expensive $800-1000 is the ACC control unit, although I got one that has worked perfectly for over a year for $15 on ebay.
