the later 9000s (95 up, i believe) use the temp sender to turnthe fan on.
not sure which one it is (there is a sender and a sensor) but the ECU reads it and switches the fan when necessary.
thermostat may be sicking open giving you a cool engine, but after sitting idling for 15 mins it should turn the fans on.
the 2 sensors are pretty cheap, i would probably change them when i did the t-stat.
one is a single wire sender in the t-stat housing, the other is a 2 wire between runners 2 and 3 in the intake manifold.
