If the car smoked heavily before the repairs, it will take some time for the oil to burn out of the exhaust. The uniform compression readings point away from a ring problem, but you should squirt some oil on the tops of the cylinders and re-do the test just to eliminate the rings as a source of the problem.
The intake has a high vacuum at idle, but an even higher vacuum when accelerating with the throttle plate closed (foot off the gas pedal). Does the car smoke then?
If the answer is yes, then the oil is coming in trough the intake. You have covered most of the sources, guides, seals, turbo, but there is always a chance that one of these wasn't addressed.
Also, what is the smoke color? Bluish is oil, white is water, black is rich mixture.
You said the car smoked before the fixes. Did it smoke worse than it does now? Have your fixes so far affected it at all?
You also said the plugs looked fine. I would expect some oil fouling.
Could the oil be pooling in the head? Were the oil galleries in the block clear? If the galleries are clogged, the oil will accumulate in the head and tend to get sucked by the seals. (I am assuming that if the head was pressure tested, it was cleaned out first, and the the oil passages are clear.)
Lots of questions, I know. But, the answers can help narrow down the problem.
