If you are even remotely handy with a soldering iron you may be able to repair your door lock controller. All you have to do is reflow the solder around the relay posts. That worked on my wife's '96 anyway. Worked on her headlamp relay too.
It's a piece of cake & I highly recommend it before purchasing a new part.
Did your car originally have central locking? I thought it was a standard feature after a certain point, maybe the fobs are just missing? If so, you can get fobs from flea-bay and your indy should be able to marry them to the alarm system with a Tech 2.
