Turbo rebuilding comes in three basic flavors:
R&R of the seals & bearings. You remove the turbo, remove the compressor and turbine housings, remove the nut holding the compressor wheel onto the shaft (with only the delicate turbine and compressor blades to hold on to!), and rebuild the bearings and seals in the center section. This is the cheapest option in dollar layout.
replace the center section. This is (well was, when I did it like 10 years ago) much easier. All you do is remove the turbo from the car, unbolt the compressor and turbine housings from the unit, and re-install your housings on a rebuilt (or new) center section. I've done this, it's pretty easy, and unless your housings are damaged, is really the way to go. It's about (or was...) half the price of:
buy a rebuilt turbo. Least work, but most expensive this side of getting a new turbo.
To do the first two, you have to go to an aftermarket turbo shop.
