The AC relay pulls in the AC clutch, so if it's pulling in, then the relay is OK. Same with the ACC - if the mixer arm is moving, the ACC is OK.

The fat line where it turns to metal - up on the fender well - should get pretty cold. The thin line will get hot, but won't really get hot unless it's warm in the car.

Recirculation shouldn't impact a lot, since after a few minutes, it should be sucking in air from the cabin, and cooling air is cooling air. It is worrysome that it isn't working. Have you tried turning it off on the ACC?

If you set the ACC to HI, does it get hot (with a warm engine)? Basically, if the air temp is the same with the ACC set to LO or to HI, and you've confirmed that you see the flap arm move, then about all I can assume is that the flap internal to the mixer box is broken. Not a happy thing.

But again - verify that the blower motor does work. Make sure that you see that arm move when you go between HI and LO (temp), and it feels hot when you go to HI.

If you can get hot air when the temp is set to HI, and you see the arm move, but the fat AC line doesn't get very cold and the thin line doesn't get very hot, you might be low on refrigerant. Not low enough to trip the low pressure switch, but too low to adequately cool. You could bring the car to a shop that does AC, and have them check the AC pressures. Not a big deal - they stick some gauges on, and that'll tell a lot.
