I don't think that the CT DMV has anything to do with it.
The extra work is in prepping the car. Sure, you can paint over the blue with dark gray, but when you open the doors and the hood, you see the blue.
Cars are painted before any trim is put on, and before much of the assembly is truly complete. In order to "properly" change a car's color, you have to remove a lot of stuff from the car to "do it right". You have to do a lot of work to re-paint anyway, as you Fernando mentions (I think I mixed you and Fernando's post's in my last message.)
I'm a "If I'm going to do it, I'm going to do it right" kinda guy, so painting a car gray and leaving blue under the hood, etc. is not something I'd do. Repainting cars a non-original color usually reduces the re-saleability/value. The first thing I would ask of a seller who has a re-painted car is, "Why?". If it was done right (And I'd ask for documentation as to the condition of the car before the paint work) I'd consider the car. Otherwise, I'd assume it was hit/abused/damaged/etc. In your case, a properly done paint job would be a bonus.
Re-painting cars typically makes them look nicer... for a while. It's hard to beat the durability of factory paint unless you get it done "right"... which is a lot of work, and can be expensive. Doing the work yourself, as Fernando mentions, can save a lot of money.
That's my take on it... others' are certainly different.
