The earlier ABS system on the 9000 (which your car has) uses the ABS pressure for brake boost. No ABS pressure, no boost. This was changed near the end of the model run.
When the pressure is below 100 bar (atmospheres), the ABS and Brake Fluid lights will be on. If the pressure is below 140 bar, the pump should start to run. It runs until the pressure hits 180, when the pump shuts off. So there are three pressure switches - 100 bar for the lights, and 140 and 180 to turn the pump on and off. The 140/180 bar switch contacts open and close the relay which drives the pump.
So yes, all fuses OK, jumpering the ABS pump relay should cause the pump to run. If it does, you can start working your way backwards - check the relay pulls in, check the relay contacts, check the pressure switches.
If the pump runs when you jumper it, don't run it too long. If the electrics aren't there to shut it off, it can overpressure the system and burn itself out.
If the pump runs when you jumper it, I'd suspect the relay contacts. It's possible the pump, after sitting so long, is sticky. That means it takes a lot of current to get the pump going; much more than to keep it running. If the contact on the relay are dirty and worn - and after 16 years, they have a right to be - they won't pass current well. Dirty contacts could keep the pump from starting. So if the pump runs, pop out the relay, pop off the cover, and clean the contacts up lightly with some fine sandpaper.
If the pump won't run when jumpered, make sure it has a good ground. But beyond that, it would be replacement pump time.
