If it's half-way in and stuck, I'll bet it got slightly cocked. The metal of the bracket is pretty soft, so it probably has built up a little 'berm' of metal.
I've had bad luck with the tools - about a 50% success rate. Given that there are two bushings, that usually means a bad day (for me, anyway).
Freezing helps, but not always.
At this point, your best bet is to push the bushing back out. You'll probably find a ridge on the inside of the bracket - you can sand that flat. If it's jammed, all a press will do is crack the bracket (don't ask me how I know this...)
This isn't what you want to hear, but I'd find a machine shop. There has to be a few of them around that can do it. Even under the best conditions, it takes a day or so.
