I don't know what years have none, but '91 does without a doubt have it.
Mine had the temperature control flap broken right where the arm connected
to it's shaft so all the cable and servo movement in the world was not
going to make any heat for my car.
That flap just stayed in one spot all the time.
Look under the aquarium cover, just left of center when facing the back of
the car under the hood, and you'll see the little stub of the cable and
it's housing, with a loop on a lever on a tiny shaft.
If any of that is broken you've found your problem.
The fix could be easier though.
That flap is best accessed by removing the blower moter ass'y.
Getting a replacement for a decent price might mean getting it from a
parts car or a boneyard.
