There are two emergency brake cables, one for each rear wheel. I don't know if they're both likely to break as you have described or not. That sounds a little odd. Hopefully you'll get a reply from somebody who lives in the rust belt and has hands-on experience with emergency brake cables and adjustments.
Lack of use could have contributed to the problem. You use the transmission as a brake when you put it in park without also engaging the emergency brake. That's not good for the transmission, especially when the car is not parked on a level surface. When parking, the best practice is to set the emergency brake and then put the transmission in park. When un-parking (if I may put it so awkwardly), put the transmission in gear and then release the emergency brake. Please forgive if this paragraph reads like a lecture.
The park position on the transmission is intended to be a redundant safety feature, in the event that the parking brake isn't set securely enough or fails in some other way. It isn't designed to take the place of the emergency brake.
You can continue to drive without a functioning emergency brake, but doing so isn't safe. Maine will probably require you to fix it at your next annual safety inspection. When it is fixed, get into the habit of using it if only for the sake of your transmission.
